Last July, EPA published the final Third Rule which amends parts of previous Hazardous Waste Regulations under the Resource Conservation and Recovery Act. Specifically, this rule affects the e-Manifest system.
In summary, the final Third Rule:
- designates the Generator as the party responsible for Manifest submission and fee payment
- enables Manifests to be imported into the e-Manifest system
- starting January 22, 2025, requires Small and Large Quantity Generators to register for access into the e-Manifest system to obtain their final signed Manifest copies from the system.
The previously approved 5-part Manifests will be obsolete by end of 2025 and will be replaced with the 4-part Manifest form as soon as it is available. The only way to receive your signed Manifest copies going forward is to register your business.
Once you register, you should log in to your RCRAInfo account, find the specific manifest you are looking for and download a copy for your files. You will not be able to get a final copy of your manifest unless you register and download it to you files.
Please note that all VSQs, SQGs and LQGs must Manifest all their solution hauling to comply with EPA Rules. If you need to apply for a free EPA ID Number with DTSC, please click here.
